The KLCDI is a collaborative effort of Bhutan, India and China and is facilitated by the ICIMOD with financial support from German Federal Ministry for Economic Cooperation and Development (BMZ) through Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) and Austrian Development Agency (ADA). The focal ministries of respective countries are:
