The event will focus on showcasing experiences, best practices and solutions to enhance the multilevel governance of Climate Finance to accelerate inclusive climate resilience in the Asia Pacific region, which are amongst the most vulnerable to climate change. By convening government representatives, international organizations, development partners and civil society groups, the event aims to bolster discussions around enabling policy frameworks and incentives, from regional to national to local, as well as on innovative financing mechanisms that promote the effective utilization of climate finance, ensuring vulnerable communities are empowered to meaningfully participate in and lead adaptation decisions in line with the Principles for Locally Led Adaptation. The event will not only emphasize the urgency of climate action but also the significance of cooperative, inclusive and innovative approaches to navigate the complex landscape of climate finance in the Asia Pacific region, with a focus on the local level.

Building on the findings of the Global Stocktake synthesis report, this session aims to shine light into identifying and addressing region-relevant challenges and barriers to accelerate progress on adaptation. Recognizing that adaptation knowledge gaps pose a significant barrier to advancing adaptation actions, this session will showcase the findings of the Lima Adaptation Knowledge Initiative (LAKI), a joint action pledge between UNFCCC Nairobi work programme and UNEP’s Global Adaptation Network (GAN) that aims to identify and address critical adaptation knowledge gaps in subregions. Drawing from the LAKI in the Asia-Pacific, where the LAKI has been conducted in the Hindu-Kush Himalayan and the Pacific Small Island Developing States (SIDS) subregions, this event demonstrates the role of LAKI, as a joint initiative, in engaging experts and practitioners from different international, regional, and national agencies to take further steps to close existing knowledge gaps and shares lessons from existing work in these subregions in Asia-Pacific.

This year, the COP28 Food Systems and Agriculture Agenda prioritizes key food systems objectives, including aligning national food systems and agricultural policies and planning processes with Nationally Determined Contributions (NDCs) and National Adaptation Plan (NAP) by 2025. Accelerating the development and implementation of climate-resilient and low emissions agrifood systems in Asia is essential to mitigate the impact of climate change and ensure food security for the region’s growing population while keeping the 1.5 C trajectory reachable. However, as we reached the midway point of the Sustainable Development Goals (SDGs) 2030 with a mere 15 per cent on track and off tracks concerns on the SDGs 2, 12 and 13, it is imperative to take stock of foresight approaches and methods that enable robust policies and reflect on how practical policies recommendations and CSA options have been taken upon while pinpointing what could be done differently to accelerate changes. This event will showcase and gain insights from foresight planning efforts that have aided the transition to low-carbon agri-food systems while identifying climate-smart agriculture technologies and innovations that can accelerate changes in the region. Attendees will have the opportunity to engage with a growing community of foresight practitioners, fostering knowledge exchange on best practices, lessons learned, and challenges at various levels: ? Mapping complex systems and cascading risks in the context of agrifood transformation, example from Dhaka Food Agenda 2041, Bangladesh (F4F/WUR) ? IMPACT Modelling and feedback loops to enhance robust and climate resilient agri-food policies, example from South Asian and Southeast Asian countries (IFPRI/ICIMOD) ? Increasing climate foresight planning capabilities at multi scales to formulate decarbonisation and climate resilient pathways and policies, foresight use cases ASEAN, Lao PDR and Cambodia (FAO) ? From Identification of CSA and innovations and scaling up, global stocktaking of food innovations (University of Chicago- Development Innovation Lab) ? CSA innovation and barriers to adoption, regional diving into rice sector opportunities (AgriG8) After short interventions on the above topics, the moderator will engage the audience in feedback on what could be done differently to accelerate narrative of actions from those foresight works.
