Training Workshop on Application of LEAP – IBC Analytical Tool for SLCP Mitigation National Action Plan in Nepal

The International Centre for Integrated Mountain Development (ICIMOD) in collaboration with the Stockholm Environment Institute (SEI) is organizing a three-day training workshop entitle, “Application of LEAP – IBC (Long-range Energy Alternatives Planning’ system incorporating the ‘Integrated Benefits Calculator) Analytical Tool.” This workshop supports the ICIMOD’s ongoing Atmospheric Initiative to develop a national strategic action plan for the Government of Nepal to mitigate emissions of short-lived climate pollutants (SLCPs) and their precursors from different sectors, in order to reduce their negative impact on public health, food security, and climate change mitigation. The major objective of this study has been to estimate the national level SLCP emissions from both the energy and non-energy sectors under a Business as Usual (BAU) scenario through 2030 and to evaluate the likely benefits of implementing the SLCP mitigation measures on climate, health, and crop yield under different mitigation policy scenarios.

The Climate and Clean Air Coalition (CCAC) under its SNAP (Supporting National Action and Planning on SLCPs) initiative is supporting its partner countries to identify and implement the most cost-effective SLCP mitigation measures using the LEAP-IBC tool. The LEAP-IBC tool was developed with support from CCAC and SEI to help countries to develop emission scenarios for the key sectors.

Training Objective

The workshop aims to build capacity of relevant ICIMOD experts as well as senior government officals from Nepal to apply the LEAP-IBC analytical tool for developing SLCP mitigation strategies at a national scale. The workshop is expected to provide a learning opportunity and a fruitful exchange of ideas among participants. During the three-day workshop, participants will learn how to use LEAP-IBC to understand the present day and future emissions from all major source sectors in Nepal. Learning to use the tool will also explain the concentrations of particulate matter (PM2.5) and ozone (O3) that result from these emissions, and the impacts on human health, crop yield, and climate.

After working with the tool, participants will learn how to design and analyze SLCP mitigation strategies within LEAP-IBC to assess the benefits that could result from their implementation.

 Expected Outcomes

• Participants will learn how to use LEAP-IBC to inform SLCP and air quality management practices in Nepal;
• Participants will derive a SLCP-focused emission inventory for Nepal at the national scale which can be used to inform planning for action on SLCPs.

Overall, the workshop is expected to be highly fruitful for building institutional capacities in both ICIMOD and the Nepal government.
